The Law of every state, country and group of states always has a base, this can be, as in the West; the need to maintain an open course for the capitalist system the market based philosophy of an economy.
In much of the rest of the world the base is a religious system for the organisation of life.
Earth has its own needs, and the basis of Law is the maintenance of Earth itself.

But all these individuals are subject to other Laws that have different priorities.

International Law is not sufficient to provide the framework for the action necessary as it is merely the summation of national laws – this shows the weakness of the actual results in this area.

For example any work on extracts from other planets would have to be carried out on the Moon.
